This utility can be used to address Daily Close #2 a rollback
error on RSID20D caused by an RSIP record on a Batch Invoice where
there is a duplicate IHIP record on an invoice is History.
The duplicate IHIP records can be deleted from History to allow the
Daily Close #2 to complete posting.
An audit record is written to the Audit Log for IHIPFX to track data changes made by SCS staff through this support function.
